First of all we have to understand what was there in last wage revision.

                    DPE Guidelines for Pay revision 2007



Some of the Highlights of last Pay Revision were:-

                       1.  30% of the fitment in Basic Pay+Da

                       2.  50% fringe Benefits of Basic Pay.

                       3.  30% Retirements Benefits.

                       4.  10%,20%,30% HRA for X,Y,Z cities.

                       5.  Gratuity -Max.-10 lacs

Lets try to understand the above Wage Revision Document:-

                         In the above scales before 2007 our scale was S-5,and our initial Basic was 4820/-
while in the revised Pay scales the Basic set was 9300/-

Now lets see fixation of Pay of Revised Scales
Basic pay on 31.12.2006-4820/-
Dearness Allowance-78.2%-3769/-
30% of the (Dearness+Basic)=2576/-
Aggregate amount rounded to next 10 Rs:-11170/-

while the Basic was set 9300/-
Loss of Basic=11170-9300=1870/-

One more Interesting thing you gonna find in Pay revision Document that for Pay revision benefits given to employee joined before 2007 and after 2007 was different.See the document Below for the Basic set for employees joined before 2007 and you will find clear unjustification.

In the above Document for the employee who joined before 2007 minimum basic given to them was 11170/- while for the same Grade employee who joined after 2007 initial basic was 9300/-

So our Basic must also be Set to 11170/- inspite of 9300/- and it should be considered in 2017 wage revision.We must get our New Revision on 11170/- not on 9300/-.

2nd important Point Our loss in Last Pay Revision was Fringe Benefits,In Dpe Guidelines 50% Fringe Benefits while for Cat-2 and Cat-1 of FCI it was 40% of the Basic and not given to Class 3 and 4 employees.

In this Wage revision we have to make our Best effort for Fringe Benefits and Scale Revision on Minimum Basic 11170/-

  2. Here our main focus is on fringe benefit and new basic.....basic should be decided on the basis of 11170 instead of 9300.....other demands like lease accomodation....hotel allwoyance is also entertained at par cat 2.......

    hoga.. Jo ki bilkul नाजायज hai..

Comparision of our Salary with our Counterparts-CWC

Comparision of our Salary with CWC Employee of Same Grade:- Here we will try to compare the our salary with CWC Employee as CWC is our Sister Organisation and we used to have similiar Scales. In CWC Cat-3 Staff also getting 40% Fringe Benifits JR. Assistant Salary in CWC:- Basic Pay-10500/- DA-(As on 01.01.2017)-(119.5%)- 12632/- 40% Fringe Benifits:- 4200/- HRA-1050/- Total Gross Salary:-28382/- This is Gross Salary of a Freshly Recruited Assistant in CWC. Pay Slip of New Joinee CWC Junior Assitant  While Salary of Newly Recruited Assistant in FCI Basic Pay:-9300/- DA-119.5%=11113/- Lunch Subsidy:-300/- HRA:-930/- Tr. Allow:-495/- Total Gross Salary of AG-III=22138/- Total Difference=28382=22138=6244/- We are not Comparing our salary with rest of PSU's because in other PSU they got Standard Scales which Starts and thier minimum Basic in Wage Revision 2007 was 12600/- and the difference of salary is very high.
